ICON is seeking a Senior Design-Build Project Manager II to lead our Military Construction (MILCON) projects with a focus on integrating ICON’s proprietary 3D printing technology into mission-critical facilities. Project Managers at ICON are accountable for delivering secure, high-quality buildings that strictly adhere to federal design documents, contract requirements, and project scope. Our ideal candidate has a comprehensive understanding of the full design-build lifecycle for MILCON projects, including the complexities of federal acquisition regulations, quality control, safety, and commissioning requirements. You will be responsible for leading projects from pre-award planning through final delivery while ensuring compliance with DoD standards, UFC (Unified Facilities Criteria), USACE/NAVFAC requirements, and all applicable federal and military codes. This role requires a proven leader who can operate independently while collaborating across ICON’s design, construction, and print operations teams, and externally with military clients, contracting officers, architects, engineers, consultants, trade partners, and federal inspectors. The position is based in Austin, Texas with potential deployment to project sites across the U.S. and reports directly to the Senior Director of Build Operations.

RESPONSIBILITIES

  • Serve as the primary point of contact with military clients, contracting officers, and federal stakeholders from pre-award through project closeout.
  • Manage all phases of the MILCON project lifecycle, ensuring compliance with UFC, Uniform Facilities Guide Specifications (UFGS), USACE/NAVFAC requirements, Anti-Terrorism/Force Protection (AT/FP) standards, and federal acquisition regulations.
  • Lead pre-construction planning, including design development, cost estimating, value engineering, and risk management specific to MILCON delivery.
  • Coordinate with ICON Design, Purchasing, Print/Construction, and external consultants to develop complete design packages, specifications, and cost estimates aligned with government review processes.
  • Develop and maintain a detailed project schedule in compliance with contract milestones and hold all team members accountable for task execution.
  • Build, monitor, and manage project budgets, ensuring adherence to contract cost controls, reporting requirements, and profitability targets.
  • Oversee all project financial obligations, including government billing, pay applications, change orders, purchase orders, and invoice management.
  • Prepare and deliver regular project updates and formal reporting to military clients, contracting officers, and ICON’s executive leadership.
  • Lead procurement and subcontracting efforts: develop scopes of work, RFPs, and subcontracts while ensuring compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other relevant DoD procurement requirements as applicable.
  • Oversee site coordination among trade partners, suppliers, ICON construction staff, and government inspectors to ensure safety, security, and quality standards are met.
  • Collaborate with ICON’s Print Operations team to deliver advanced 3D printed building systems within the constraints of MILCON requirements.
  • Implement and enforce Quality Control (QC) and Safety Plans in alignment with USACE/NAVFAC protocols, EM 385-1-1 safety standards, and ICON’s internal SOPs.
  • Conduct regular inspections and performance reviews of trade partner work, enforcing corrections when work does not meet MILCON or ICON standards.
  • Utilize ICON’s project management platforms and reporting tools to ensure transparency, compliance, and efficiency throughout the project.

MINIMUM QUALIFICATIONS
  • 10+ years of progressive experience managing design-build or MILCON projects.
  • Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field.
  • Proven track record of managing large-scale DoD or MILCON projects from design through commissioning.
  • Strong working knowledge of: UFC (Unified Facilities Criteria), USACE/NAVFAC design & construction standards, FAR/DFARS procurement requirements, EM 385-1-1 Safety Standards, Anti-Terrorism/Force Protection (AT/FP) criteria
  • Experience preparing and managing project budgets, schedules, and government reporting.
  • Demonstrated ability to interact with senior military stakeholders, contracting officers, and inspectors with professionalism and precision.
  • Security clearance eligibility (Secret or higher, depending on project).
  • Proficiency with construction project management software platforms.
  • Strong written and verbal communication skills with meticulous attention to detail.
  • Ability to work in secure or remote project locations and manage multiple high-profile projects simultaneously.

PREFERRED SKILLS & EXPERIENCE
  • Professional Engineer (PE), Registered Architect (RA), General Contractor License, or PMP certification.
  • Previous experience on USACE/NAVFAC-administered projects or other federal/military contracts.
  • Experience implementing Design-Build MILCON delivery methods.
  • Familiarity with advanced or innovative construction technologies (e.g., 3D printing, prefabrication, modular).
  • Demonstrated success managing federal safety, security, and quality control programs.
