The Role

The Red 6 Contracts Manager is responsible for leading the full contract lifecycle for federal and commercial contracts. This role manages proposal support, contract review, negotiation, administration, compliance, risk mitigation, subcontract flow-downs and closeout activities. The position serves as a subject matter expert on government and commercial contracting requirements, and partners closely with business development, operations, finance, legal, supply chain, and program teams to ensure contractual obligations are understood, documented, and executed effectively.

Responsibilities

  • Manage the full lifecycle of government and commercial contracts from proposal review through award, administration, modification/renewal and closeout.

  • Review, draft, negotiate and administer agreements including prime contracts, subcontracts, nondisclosure agreements, teaming agreements, consulting agreements, licensing agreements and vendor agreements.

  • Assist in identification, development and implementation of new contract policies and processes

  • Review and analyze Requests for Proposals for contractual, administrative, and compliance requirements.

  • Evaluating and advising on project risks (e.g., costing terms, intellectual property, scope requirements, general project risks, risks posed by specific contract terms)

  • Meeting and conferring with senior leadership, program managers, and other staff on various business matters to shape strategy and data rights, discuss contractual issues, provide early identification of risks and potential liabilities, as well as recommend alternative courses of action when appropriate

  • Review proposed terms and conditions and prepare exceptions, assumptions, clarifications, negotiation positions and recommended mitigations strategies for agreements with private industry clients, government agencies, prime consultants and project partners

  • Ensure compliance with government regulations, legal requirements, and company policies

  • Maintain an audit file for each contract to include the original contract, all correspondence, changes/deviations/modifications, amendments, clarifications, payment schedules, and deliverables

  • Provide Program Managers and Executives with contract briefs during the life of contracts

  • Provide contract summaries and ensure contract execution in accordance with government and company policies

  • Provide communications, awareness, and training to Company personnel on contracts matters

  • Set up procedures and instructions specific to the Company as part of its Internal Control Program, and ensure that they are followed

  • Working knowledge of ITAR, EAR and other U.S. Regulations and international aviation-related contract management experience is a plus

  • Preferred Qualifications a plus: NCMA Certifications, including CPCM, CFCM, and CCCM

Other Responsibilities

  • You will oversee and evaluate major proposals, monitor compliance and performance on existing contracts, lead or assist in key negotiations, resolve performance issues, identify risks and associated mitigations with project managers, ensure compliance with policies and procedures as well as government and contract requirements

  • You will serve as a counterpart to Government Contracting Officer and other procurement professionals for all contract and related matters. High-trust professional relationships with Government contracting and procurement offices are critical to Red 6’s continued success, and you will be called upon to develop and foster these relationships throughout your tenure

  • Analyze material estimates, other direct costs, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness for inclusion into proposals

  • Analyze new contracts for consistency with proposals; determine the effects of any inconsistencies; negotiate, coordinate, and approve contract changes

  • Stay up to date on relevant legal frameworks, including FAR and DFARS

  • Maintain all Federal Contract Databases such as the System for Award Management

  • Coordinate with Red 6's Compliance and Legal Departments to ensure Government awarded contracts comply with all federal regulations

Qualifications

  • Have 8-10+ years of government and commercial contracting experience with a track record of taking advanced technology projects from R&D to prototype demonstration and ideally, to government applications

  • Experience in government contracts including supporting preparation of cost proposals, negotiating terms and conditions of contracts, preparing contract modifications, administering contracts or subcontracts, and analyzing cost and prices

  • Ability to resolve and complete complex contract administration assignments/problems with minimal supervision

  • Knowledge of data rights concepts and requirements, including technical data, computer software, intellectual property protections, data rights assertions and marking requirements.

  • Knowledge to support proposal manager in development and engagement with leadership and program offices

  • Excellent organizational skills, with a proven ability to operate under pressure and multitask in a fast-paced environment

  • Availability outside of standard working hours as needed per the needs of the team

  • Working knowledge of FSS, SBIR, and Prime Vendor Contracts

  • This position needs to access export-controlled data. Therefore, qualified candidate must have the ability to obtain a security clearance. This requires U.S. Citizenship.

Preferred / Additional Skills

  • Experience as a contracting officer or contract specialist for a government agency

  • Advanced degree in contract management, business administration, accounting, engineering, or a related field

  • Experience with Non-FAR based instruments such as Other Transaction Agreements, Grants, and/or Cooperative Agreements a plus but not required
